My dog cries when my front neighbor's dog cries?

I have a tea cup poodle age 8 months. My front neighbor's dog is like older than my dog it's a standard pomeranian.
What I want to know is that why does my dog cry when our neighbor's dog cry?
Do you think my dog might like this dog?
I'm asking those two questions because my dog wont stand another male dog.

My dog is female and my neighbor's is male.
