My internet speed tests come up high but my upload speed is very slow?

Hi everyone I have few questions about my internet why when I run speed tests online such as www.speedtest.net and few more and I get about 7.5kbs/s for download and for upload about 400kbs/s. But in reality I never see those speeds even on private torrents which have about 800 seeds or downloading from Microsoft website the max download speed I get is about 1.1mb/s and upload about 50kbs/s. I live in NYC I use broadband my ISP is Time Warner Cable I have TV, Digital Phone, and Internet. My modem is Arris TM 402g/110. Is there anything I can do to increase my upload speed?

The same problem occurred in my internet connection.
for increase your upload speed do following tips
1.Discoonect your USB cable
2.Use ARRIS uninstall utility
3.Reboot your pc
4.Reinstalled the drivers as described in Troubleshooting USB problems
Then i checked my internet speed at ip-details.com
My speed test results are
Download speed:1.098Mbps
upload speed:0.268Mbps
