Can the ABS modulator on an '05 Pontiac GTO be bypassed?

I own a 2005 Pontiac GTO and just recently found out that it needs a new ABS modulator..The brakes currently do not work...But the new ABS modulator is $3,100..Can the ABS modulator be Bypassed?
 
The brake system should work as a standard brake system if the modulator fails. If the car does not have any stopping power at all you need more than the ABS box. If the ABS unit fails the car will stop just fine if that is the only problem, you just won't have the antilock function.
 
go to the junk yard, better known as the auto recycler, ask for a cross reference for a recycled abs modulator...or, spring for the 31 hun-sorry, no way around it, can't redo the brakes due to limitations by the feds...get used to it, or buy an older car...
 
Check your local salvage yards. $3100 is simply insane !

I suppose it could be bypassed - but not legally. It's a $5000 fine for removing or modifying safety equipment on a vehicle.

As a side note, the ABS modulator won't cause your brakes "to not work."
