I have a 99 chevy silverado that has minor rust, but I'm not ready to get get a complete paint job at this time. Should just let it and wait until I'm ready. The rust is located underneath the passenger door.
Napa sells this paint called por-15, it stops rust for 15 years, you paint it over rusty metal after a good wire brushing. It will hault the rusting but the downside is that its realkly dark black and can kind of stick out
Cut and weld now....then primer. At least the rust will be gone and stop the cancer that will continue to grow. Paint it when you are ready. Good luck!
