Old post, but found this one which works for future reference...

Its for a different phone, but worked perfectly on the SGH-B130....only for one thing: to be able to slide in the card on this phone to follow the steps, you need to take out the battery which wont work....I used tape to catch the card and pulled it in gently, making sure the battery stayed in place!

1. Turn mobile phone on with unaccepted sim BUT NOT FULLY INSERTED (only push it half way into sim slot).

2. Insert unaccepted sim to phone (push the sim fully into the sim slot).

5. Input #7465625*638*00000000#

6. Input *#7465625# to check the locks....all locks should now be inactive as or similar to below:

But not the sim That It is always blocked

This is just the network.

In bright(Me, it's just part of the Sim, which is blocked)

3 This is just to reset.
4 This is just to block the network part.
5 This is just to unlock the network part, the same one that was blocked just before (4).
