Honda 2.2 Compression Stroke?

Tring to get timing belt on , my head was removed and im sure crank was turned, I can set my cam up at tdc but my crank can line up at differnt points.
Example: I line up all marks at tdc , install belt.
1. I turn crankuntill it comes back to the tdc mark.
cam tdc mark is now on bottom( half turn off)
2. 1 more full turn of crank and cam is again lined up.
i guess my question was. Could i have aligned my marks on the exhaust stroke instead of my compression stroke?
 
Your camshaft revolves at half the speed of your crankshaft, so this is perfectly normal.
 
Remember the crank must turn two revolutions, which in this case is correct. Sounds like you have it.

remember 4-stroke:
tdc-intake up-down,
compression, down to up,
power stroke up to down and exhaust stroke down to up.
