can xbox live downloads only be used while you're connected to xbox live? like for example game add ons, can those only be used when you're connected to xbox live? Does anyone else have this problem?

because in my games naruto rise of a ninja add ons (like the japanese add on) doesn't show or work unless i'm connected to xbox live. And my Bioshock game save doesn't load unless i'm connected to xbox live.

CAN SOMEONE HELP ME WITH THIS PLEASE?? i can't always be connected to xbox live, so it's kind of a problem with me because i cannot use my add ons unless i'm connected to live.
