Go on ebay. I got a new alltel phone on there for pretty cheap when i broke my other, but make sure the user has about a 98 or better satisfaction rating.

I dont know about stolen but verizons website sells used cell phone for pretty cheap, maybe you should check that out before getting a hot phone.
