How did the internet evolve into what it is today?

Today the internet is made up of billions of different websites, some helpful, some interesting, some good, some bad, some horrible, racist, bizarre, etc. I've heard that wasn't the original intention of the internet and that the internet has turned into a bad product of capitalism and a place for people to say and do things they wouldn't do in public.

I remember reading an article in a newspaper a few years ago about how the internet has become a failure, because it was meant to be a resource, but instead it has just become a mess. So how did it evolve to what it is today, and is this what it was meant to be like?
 
It was originally meant to be a defense in times of war. Blow up a few computers, and the network still works, allowing out government to keep functioning. Then it became a tool for educators and scientists to communicate. Those college geeks eventually started playing games and sharing their lives. Once enough of them were doing it, the general population got on there. Once critical mass was reached, it was only a matter of time before commercialism crept on. However, the original intents of the government, the scientific community and the general population are still being met. The internet has grown; it has not abandoned.
