My dog's breath smells like rotten fish?

The weird thing is he's a boy so when he licks himself well... it shouldn't smell like fish, should it?

See a vet, could be rotting teeth or an infection.

Oh dear!!!!! Check his teeth, sound's like one or some are rotten, if it's not his teeth he has a problem with his stomach and for that smell to be evident he needs to see a vet - it's not a condition you can treat at home!
