How do you make friends when you are in the mid 20s?

Im broke so I can't join clubs, classes, groups...etc everything costs money..

Are there any sites other then craigslist? (nothing but creeps on there)

There are groups that are run by the city, or the welcome wagon.
You can volunteer, join a walking club, heck, start a walking club.
You can meet people at the library, yahoo groups have local groups for your interests.
Volunteering though sounds nice.

You talk to people and sooner or later they become your friends and in some cases your best friends.
