Why is my internet working but i cant get online?

Okay so I downloaded this web filter for my kids but then it starting blocking a bunch of websites that were not pornographic i tryed to uninstall it but there was some sort of error and ever since then i have the little disk on my connection icon and it says local and internet but I can't get online as soon as I open IE it says page cannot be displayed, it started happening minutes after the attempted uninstall so i guess the program freaked out and blocked internet acess, at first i was able to use internet based programs such as World of warcraft (becuase it was already opened minimized at the bottom) but now if it tries to open it says network connection unavailable, I've now got a program that says it uninstalls any program even programs that can't be removed by add and remove programs, and it uninstalled the filter (OPTENET) but I'm still having the issues with internet, Can anyone help me?

I can only see things from today. Perhaps i can restore to a few days before i tried to uninstill it, or a few weeks ago before i installed it at all?
