Hey there
The most likely problem of your vehicle is a Blower motor resistor. I'm not exactly sure sure where it is located but it should be somewhere near the blower motor. It costs about $15 and it's very easy to replace.

...relays have been checked in fuse box.? Fan only works on high speed. Same for a/c. Fuses and relays have been checked.
Maybe a accessory belt problem, sounds like its not moving at low speeds so something wrong with linkage or something. Look to make sure they are moving at idle. Doubt its electrical.
