when can i legally drive and take my tests?

In the UK you cannot start learning to drive a car until you are 17.

You could practise on private land with the land owners express permission.

There is a Government consultative paper on learner drivers part of which is the suggestion of raising the minimum starting age to18 years but its still before Parliament and it will probably be some time before there are any changes if any, probably several years.
