You mean use the iPod Touch like a router? No. It is not possible. In order to get the Internet on an iPod Touch you need a WiFi connection within range.
And, if there is one then you would most likely just connect the computer(assuming it has wireless capabilities) to the WiFi connection.
But, no, as far as I know you cannot use the iPod Touch as a router for your computer.
