No, that is a deliberate strategy of the GOP. They want to be able to blame Obama for things getting worse, so they can get back into power. They don't care what damage they do to the country, they only want to get back into power.

So they won't cooperate with him because that would only hand him a victory. They will whine and moan about everything he does or says. They will reflexively vote against anything the Democrats try to do. They want them to FAIL.

Obama has a lot in common with Jimmy Carter. Carter inherited a mess from Nixon and Ford but Republicans have forgotten that interest rates and inflation were both double-digit before Carter came in. They blame -all- of that on Carter, to this day. Obama also inherited a mess, not his own mess, but one made by the Republicans. I think they knew all along the economy was going to collapse like a house of cards, but they timed it wrong and it happened a couple of months too early. Otherwise they'd be able to blame all that's happened so far on Obama.

But they will still try to. 20 or 30 years from now Republicans will run for president saying 'Remember how BAD things where when Obama was in the White House?'
