Is there a Chance that Toshiba could devlop a HD-DVD/DVD Recorder?

The format is dead but the technology is not .
HD-DVD as a recording medium could still work because Blu-Ray does not have a home recorder .
 
I suppose it's possible, but why would Toshiba spend millions of dollars developing a product for such a small market? How would they recoup their investment? If Blu-ray recorders aren't widespread now (as they probably will be in years to come) then why would a dead format be any different?
