I'm going to have to go with Pakistan, but I don't think we should be taking our eye off of anyone at this point.
Doesn't matter, the civilized world has no resolve to confront Iran with any meaningful sanctions. Example is North Korea thumbing their noses at the world.
With the right resources a high school science class could launch a satellite....Pakistani scientists contributed to North Korea's nuclear weapons program...and I would be willing to bet they don't see anything wrong with a nuclear Iran as counter balance in the region to India.
I would worry more about Iran.Pakistan has no reach outside the Region,and I doubt they will anytime soon.
Iran on the other hand is better funded,is very quickly achieving technological advances that could give their future Nuclear arsenal a reach beyond the Middle East,and they are run by lunatics.It's pretty much the "Armageddon Trifecta"
Whatever Pakistan does on the other hand will most likely never reach outside the Middle East,and though it might not be nice to say,I could really care less what happens to the Middle East.

Iran definitely will be the trigger that brings nuclar war to Middle east....and it will happen unless we support Israel in a pre-emptive attack on their Nukes.
Pakistan for now, but Iran has the resources to continue and expand their capabilities...

I was worried about Pakistan ten years ago. They have had the time to learn about mutually assured destruction and the international community, and realize that their nukes are not simply bigger bombs to be thrown at their enemies. It's still a cause for concern, since their instability could result in rouge nukes going to terrorists, but I doubt their government, however unstable is dumb enough to nuke the US, India, or anyone else.
I'm not sure that the government of Iran knows those truths about nukes, so in addition to the fear that any nukes Iran develops could end up in the wrong hands, we also have to fear their government if they become nuclear capable, especially after this event makes them close to ICBM capable.

The reason why so many Americans fear and hate Iran is because they are so similar, with similar nationalism, similar aspirations, similar social problems, similarly conservative views, etc..
