cheap internet without phone line, cable, or satellite?

i dont have phoneline, cable or satelliite, and was wondering if its possible to get internet without any of these with a price range of 1$- 30$ a month?

i was reading about wireless routers and was wondering what they require? do you buy internet, then use a wireless router?

any information on me getting cheap internet would be great
