iphone(1gen) help!!! can rogers charge me for using wifi?

ok i have the first gen iphone and im with rogers i dont have 3G system and i only use wifi can rogers charge me for using wifi? cuz they sent me a 700$$ bill they nvr charged me b4(i had it for a year now) my parents dont believe me cuz they have no clue when it come to technology

we called rogers talk to a supervisor and all they say we have to pay

but last i check they cant charge wifi? no
