How can I add a gadget in my blogspot (blogger)? I cannot access the "layout"...

...stuff. Please help? Please help. I noticed that my blogspot is different from my friend's blog. She (my friend) has this "layout" thing while mine has none. I cannot follow the steps below to add a gadget since I cannot acces "layout".

Below are steps which extracted from a tutorial video i found somewhere...
Login Blogger.com.
Go to “Layout”.
Select “Template”.
Click on “Customize Design” if your blog is new.
Click on “Add a gadget” to select a preferable gadget to enhance your blog.
