If I Unlock an iPhone?

I'm not sure I understand 100% so I want to ask before I buy one. I just got a new phone (ATT) so I'm no where close to an upgrade. But I was told if you get an iPhone you have to pay a contract fee. So if I buy one and unlock it, can I by pass that fee and just put my SIM Card in it??? Then after that do I just have to add regular media to my plan????
