Speedstream 5100 Slow internet problem?

Well I have a speedstream 5100 modem and I also have at&t for my isp (Pro service btw) and I usually get around 2.5 mbps. Now I get like around 31 mbps and my internet goes dial up status. My modem has all 4 lights on and dsl goes red every minute or so and goes back to the normal 4 lights.
