Is it illegal to post somebody's picture on the internet without their permission?

There's this anonymous idiot who photoshopped a friend and humiliated her. Is that illegal?

If the picture was taken in a place where the person had no reasonable expectation of privacy, it's fine. Paparazzi (Sp?) make their living this way.

if it's not it should be. also i think people shouldn't take pictures of other people without their consent. like people taking photos of strangers walking on the street for example.
