Not exactly. (That was a couple of guys named Licklider, and Berners-Lee.) Al "took the initiative in creating the internet" by which he meant that, as a congressman, he proposed funding the building-out of it. You could say he was an innovator on the political level, but not an inventor in the technical sense. He has a better job now anyway.
