no you make money at a yard sale, you just set up tables in your yard and either let people make offers or you write the prices on the items. Letting people make offers is the best way to sell the stuff fast.

If you live in a small town i wouldn't worry about getting a permit but in larger cities police are more likely to stop and check. Other than that it doesn't cost a thing!
