No a chinchilla needs platforms and perches to jump to. They need a large cage made especially for them. Cages can cost around 100-300 dollars.
You may be able to find a used cage on Craigslist much cheaper. You could also advertise in craigslist that you are looking for one.
If you are going to get an animal you really need to make sure you get them the proper living equipment.

    Good luck.

    Can a chinchilla stay in a 1 x 1.5 x 2.5 foot size fish tank?

I am looking to buy a chinchilla, and my parents are afraid to buy a too expensive cage, while they think I could put the chinchilla in our fish tank. If anyone could recommend a place where I can get a chinchilla cage cheap, or just give an answer. By the way, I live in New York City in the Manhattan upper east side area. Any place close would be great! Thank you!

Oh for the love of humanity please don't put a chinchilla in a fish tank!!! Trust me when I say a cage is much better. Try ebay, amazon, petsmart, petco or just the internet period. That's how I found a cage for my chinchillas.

No! Not at all! They're aren't met to be in tanks. They are big animals and they need to breath. Not to mention they need a lot of room.
