Does a "make-up artist" necessarily work with fashion, movies, etc..?

I'm Brazilian and I'd like to know whether I should use this expression to name an ordinary person who works at a beauty parlor, doing make-up. I've done some search and it apparently defines only someone who works for movie companies, celebrities, models and (?) brides. Could anyone clear it up, please?
