Sarah is your sister-in-law. So you would say "My brother AND sister in law".

technically according to genealogy standards he is your Brother-in-law.
I think that yes, he would be considered your brother-in-law too.
I'd call him my husband's brother-in-law.. but I know exactly what you mean I think it goes either way.
