My computer is slowing down because of extremely high commit charge and running

out of memory. What do I do? I am not using alot of programs..as soon as i turn my pc on the commit charge begins to skyrocket..and on top of that my pc stays stuck on da desktop screen when i go to shut it down or restart it and i have to hold down the power button to turn it of
