Internet router heat...?

I have a netgear router, and it says that its opperating temperatures are up to 40 digrees, how hot is this compared to other things?

When i touch it, it seems really warm, and when i touch the underneath of it, it seems hot, not hot enough so that it burns, but still hot.

Is this normal?
