The auto-conversion gun manuals sold on the internet are sold by the government?

I heard allegations that the government sells semi-auto to auto converter manuals covertly on sites such as ebay; then give the buyer a few weeks to use the manual; and then bust down the buyers door and arrest the buyer.

Anyone else hear this? The source I heard it from might not be credible.

And no I'm not asking how to convert weapons I have no interest in the process.
