...around the area of the bar bell? I don't change the bar bell as often as I should. I've only changed the bar bell twice since i've had the piercing in 5 years time.

Does this happen when it's time to change it out for a new bar bell? I've never experienced this before, what's going on?

Doesen't regualr brushing and flossing keep the piercing pretty clean?

Yes, you do need to change it. That could possibly mean that the bar bell is too old and is letting off pieces of metal.
