Help with my loach fish!!!!!!!!?

I went into my room to find my loach in a cloudy film that's about 1 inch thick all around it...

looks like a cocoon.
i can see it faintly inside and its tail is sticking out a little at the back..
and i don't know if its a boy or girl or if its unisex..
its not moving at all its just laying at the bottom of the tank...

:'( I want to know whats wrong and if he's dead or sick and what i can do to fix it...

im sorry but im pretty sure hes dead =(
be sure to scoop him out and flush him before the other fish try to eat him or he messes up the water
