Many high-end devices, like TVs have self-diagnostic tests to help service people identify which PCB board failed. Other than that, to identify specific problem you need a scope and a network analyzer.
Today, it is very hard to repair PCBs. Most of them have surface-mount parts. So, in most cases, you just replace the board you think failed. If it works, you are OK, if not, you try another board.
