How to check if someone is talking on phone (line is busy)?

I noticed on some cell phones, when you call someone who is talking on the phone, it would indicate "Busy" or "Waiting". However, my currently cellphone does not seem to have this feature, or it doesn't always seem to work.

Is there a way to check if the line on the other end is busy (if they're talking on the phone or not)?

Go to their house and ask them.
