who can I complain to when I paid for an online order and did not receive it?

I ordered something from a company online and never received it. They charged my debit card anyway. I contacted their customer service, which was difficult, and spoke to different people who assured me my money would be refunded. It has not been. How can I possibly get this money back. Who can I complain to to get results?
