Help with reading jazz music for the song Buffalo Head (Piano Part)?

Okay, so there's this thing that looks exactly like a percent sign. It covers 4 beats...the whole measure. I'm not sure if its a rest, because i've never seen a rest like that before. i looked on YouTube and I heard that the piano repeats the measures again and again, but why would there be a sign to repeat the notes? Help anyone?

It's just a way of making it so that they don't have to rewrite something over and over and over and over and over again. It means to exactly repeat the measure before it.
