iphone question?i get iphone.thn take sim card from my old cel phne n stick

in iphone.do i've to buy data plan? if i buy another iphone..and put my old sim card in iphone...will i still have to pay for the data plan that extra ...is there anyway i can do to not pay this...i can turn off all other programs that use internet...so do i HAVE to buy data plan?
