I'm not completely sure where you are headed here, but I do believe that vinyl contains petroleum. Much like auto tires and any other synthetic pliable material.
If you mean like the beaded sort of greasy residue, that would be it. I'm not sure, but without it, the plastic would dry and crack..... I don't think it will ruin your phone though.
