Generator throttle "hunting" problem?

Hi, just bought a cheap 2-stroke generator for $99 yesterday. I don't expect much from it for the price but the engine hunts up and down and the governor is overly sensitive to load variations. There are four holes on the throttle shaft that the spring can go into from closest to the governor shaft to further away. I know these have something to do with setting the sensitivity but I'm not sure which way does what. Does anyone know much about small engines?
 
The more tension you put on the spring the less hunting you should have. So find which hole makes the spring longer...
