Is it against the lay to deface U.S. Currency?

A lot of times when I hand someone a or 0 bill they'll mark it with some kind of pen that's suppose to tell if it counterfit or not. Is it legal to mark on or deface paper currency. I've also been told the marking pen really doesn't work and all they have to do is look at the built in marks.

No its not defacing currency, its used to validate it... and it wouldn't fall under the same category.
