Is it normal to pay a yearly fee to itunes?

Hi,
i have downloaded music from tescodigital, and i have only paid for the track, but when i go onto itunes it is asking me for a yearly fee, or i can join for 3 years at a discounted price, is this correct? i didnt pay anything extra to tescodigital. Could you explain how it works.
