Are you supposed to tip when you pick up food at a nice restaurant for carry-out?

I've been getting carry-out a lot from Olive Garden lately but haven't been tipping. Are you supposed to? Why?
 
It Does depend on the resturant, but tip stans for To Insure Promptness, that may sway your decision, but rarely are you supposed to tip for carry-out
