Not noisy at all. Some people swear by them. It depends on how large the room and how cold it gets in your area. That and drafts from doors and windows.

Once when a child we had a similar thing didn't help in our old brick house with 24' long main room at all. My auntie had one and it did brill for her square room and even dining room.

I really really doubt that it will make much of a difference, if you read how it works further down the page it sounds like a load of rubbish.
I think it's basic principal is to displace heat around the room hence heating faster... not a considerable difference however.
Sorry, but I don't think it would really be worth it.
