Is there a gadget which moderates how much electricity voltage it consumes?

Is there a gadget which moderates how much electricity voltage it consumes, which could be set higher for more electricity output or lower for less electricity output? I want something that could emit live electrical current which could be set higher or lower at will. How can I do that?

I am looking for really low voltage. Like something that could give me as low as 0.010 amp and I only need as high as maybe 3.000 amperage

It depends on what type of voltage and current you are looking for, Is this for a DC or AC source? Is this 120 volts or low voltage like 9 volt DC. There are lots of "gadgets" on the market that will increase or decrease the voltage. Anything from transformers to potentiometers to solid state voltage regulators could all work but it depends on what your application is as well.
