ZZ4 w/ holley truck avenger failed Ca. smog?

My 81 K5 Blazer failed smog. HC and CO were 3 and 4 times higher than they should have been, but don't remember which is which. NOx was way low. Here's what I know about the motor.
-bigger cam (don't know the specs)
    -1.50 roller rockers
-has holley 670 truck avenger carb.
-milled heads for more compression (was told about 11:1).

My mechanic says I'll need a stock rebuilt quadrajet to pass. Can anyone chime in with advice. Thanks.
I know the carb is not smog legal, but can it pass the sniffer test?

well if you failed then i guess not. try the smaller carb and then change it back when it passes. and keep it on the side that way you can switch when ever you need the smog test again.

Your last comment pretty well sums it up. The carb is not smog legal , therefore WILL NOT pass a smog test. What part of that are you having a problem understanding? And what part of what your mechanic told you do you not understand?
