"Left off the hook sound" Cellphone..?

Alright so starting just a few days ago, I kept hearing this weird sound. It was the sound you get when your house phone is left off the hook. Then, finally, I realized it was coming from my cell phone. Whats this all about? I didn't even know cell phones had that sound. It does it sometimes when its just sitting there. No call is being made or anything. And then, while its doing it, if I call someone, I cant hear anything. I turn my phone off and back on and that fixes it, but this is really starting to get annoying..
