Is Bush playing politics with U.S. troop levels?

Bush will give a speech tommorrow announcing his plans to draw down U.S. troop levels in Iraq to pre-surge troop levels, in addition he's planning to build up troop levels in Afghanistan. Two things Barack Obama is campaigning on. Does he hope by doing these things he can take some of the steam out of the Democratic candidate's proposals? Can Barack now say even Bush agrees with me now?

Ask the 8,000 troops coming home. Besides they just handled over Anbar province so they do not need as many troops.
