ISPs I Have A Question about internet speed. ?

Well, i have never got above 50% of my paid internet speed, it normally dwindles around 25% of what i paid for. the ISPs use the "up to" to get out of this situation. BUT!
if i were to ask an ISP, could you upgrade me to a faster service (e.g. 10Mbps instead of 5Mbps) would they do this, and take my money. would my internet speed actually increase, and if so, how? what do they actually do to increase the speed, and if they can do it for a 10Mbps customer cant they do it for a 5Mbps customer.

What option did you sign up for?
When did you sign up?

Long story short, you don't pay for your speed as such, but rather a "share" of your ISP's capacity through the cables & telephone exchange(s). Ideally, if no-one else in your neighbourhood is on their broadband at the same time, you could reach your max speed. But if your ISP's lines in the area are serving 200 people all of whom are downloading high volume at high speed, all you get is a share of the available capacity.
So upgrading would make a difference, just not much of one.
